@molly0xfff Yep, that's exactly what's happening with my brother-in-law and his family. His LIHEAP payments are delayed and now their power is shut off.
That is if people have homes. I fear for myself and my wife as our government tries to abolish rent controls. We will be living under a bridge, if we get lucky.
